The Office of International Initiatives (OII), through its FIPE grant program, is providing seed funding for FY 2021 in two program tracks:

1. Increase strategic collaborations and partnerships through interdisciplinary and other programming with existing partners, and
2. Leverage external funding for international research and projects.

Due to limited funding and competition, applicants may select only one of the two FIPE Grant tracks above. Please keep in mind also that only one proposal may be submitted per Principal Investigator (P.I.) or team.

Interested applicants from all campuses may attend on-site or WebEx FIPE Grant Writing Workshops on either: Wednesday, February 19, 2020 from 10:00-11:30 am or Tuesday, March 3, 2020 from 3:00-4:30 pm. Both sessions will be held in/streamed from Conference Room 350, Office of International Initiatives, 3rd floor, Dahlberg Hall, 30 Courtland Street SE, Atlanta, 30303. Track 1: FIPE Grant to Increase Strategic Partnerships and Programs

Individual awards up to $7,500

Through its FIPE Grant to Increase Strategic Partnerships and Programs, full time Georgia State faculty from all campuses who have established relationships (i.e. active collaborations/professional relationships/communications lasting at least a year) with an institutional partner abroad (formalized through an agreement or otherwise) may apply for funds to enhance or expand interdisciplinary or multidisciplinary programs.   Applicants are strongly encouraged to create or enhance focal areas of the university’s international and other strategic priorities (refer to University Strategic Plan 2016-2021). Activities may include but are not limited to the following:

Collaborative Research including the development and/or implementation of international co-funded research programs, faculty / scholar mobility for training and specialized programming, international comparative research, development of "test sites", etc.;
* Joint externally-funded grants (such as those submitted to USAID, DANIDA, Soros Foundation, Forgarty Institute, Foreign governments, etc.) Proposal concepts should be clear by the time the FIPE application is submitted. This implies ongoing conversations leading up to the FIPE application and/or a proposal abstract;
* Externally-sponsored Development Projects (usually co-sponsored by institutional and private foundations, NGO’s, country and international governments’ development agencies). Grants may support proposal development and travel;
* Student Program Development (programs that facilitate student experiential learning, graduate student recruitment (e.g. 3+2-type or dual PhD programs, sponsored pipeline programs such as transfer undergraduate recruitment programs, the Georgia State Summer Institute and short-term non-credit or continuing education programs), and hybrid online exchange/Study Abroad/Study Tours and experiential-type programs like Virtual Exchange, unique Summer Research Abroad, and international internships); and
* Other innovative international programs and collaborative activities (including adaptations and expansion of successful programs. Examples include international case study competitions, graduate student consulting, inter and/or multi-disciplinary community health projects, tripartite collaborations along areas of specializations, etc.).

*Interdisciplinary or multidisciplinary collaborations are strongly encouraged.

ELIGIBILITY

Applicants must:

1. Be classified as full-time Georgia State faculty;
2. Have established relationships abroad (through a formalized agreement or otherwise);
3. Present additional committed funds or cost-share to demonstrate stakeholder support and program success; and
4. Complete outstanding reports due to OII, by the application submission deadline.

Awards will be granted on a competitive basis for individual awards of up to $7,500 each. Successful proposals will meet the following submission guidelines and review/selection criteria.

PROPOSAL AND SUBMISSION GUIDELINES

To be considered for funding, the lead faculty Principal Investigator (P.I.) must submit:

1. A 1000 word-count proposal (this is a strict word limit) that includes:

  • A title and description of the proposed project/activities;
  • Information addressing background and extent of relationship with identified partner(s) and any associated consortium, including:
    • History of engagement including duration and level of engagement;
    • Information on participating partner faculty and their role(s) in the proposed project/activities; and
    • Information on how support and relationship(s) at the partner institution(s) will contribute to sustaining the project/activities;
  • A clear plan for establishing the proposed project/activities and the expected outcomes on Georgia State’s International and other strategic goals (P.I.s may use the Logic Model Template and submit with their proposal. This model will be reviewed at the workshops and posted online); and
  • A brief budget narrative summarizing how the budget will facilitate the initiative (See item 2 below).

In addition to the 1,000 word count proposal above, applicants must submit the following:

2. A detailed budget and justification showing how FIPE and other funds will be used to implement the proposed project/activities. Please include all funding sources such as cost share and external sources as applicable. Note: FIPE funds should not be used to cover administrative personnel costs and should be expended in the fiscal year of the award (Click here to access budget template);
3. A completed Logic Model Template for their proposed project/activities (Click here to access Logic Model Template);
4. Evidence of college or unit support (Click here to access the Dean’s Endorsement template);
5. A signed letter or e-mail of support from the dean or other senior official at the partner institution. If an e-mail, the signature of the sender must include full name of sender, organization, role, contact information and web address, if any; and
6. Short biographic summaries (Strictly 250 words or less) for all Georgia State and partner participants listed. This may include information on international experience and service.

Special Note to Applicants:

  • Only one proposal per P.I. or team may be submitted.
  • This seed grant should not be considered a travel grant only. While successful applicants may use the funds for travel, reports on the use of the funds must include outcomes that tie directly to the applicant’s stated programmatic goals and objectives.
  • This grant cannot supplement or contribute to faculty or staff salaries in any way.
  • This grant cannot be used to hire Graduate Research Assistants. Exceptions may be granted if the proposed outcomes solely hinge on hiring GRAs. Exceptions will apply on a case-by-case basis.
  • This grant cannot be used to fund undergraduate students in any way.
  • This is a one-year term grant. Recipients of this grant may not submit proposals for continuance of an awarded FIPE grant.
  • Programmatic activities must result in an initial or final outcome that is realizable in a year.
  • Applicants for this grant option may consult with OII and other colleges and units for information/advice, and/or identification of team members to develop a proposal with a strategic theme.

SUBMISSION DEADLINE, REVIEW AND AWARD NOTIFICATION

The deadline for submitting a full proposal is 11:59 p.m. on April 1, 2020 May 1, 2020. All supporting documents and necessary approvals must be received by this date and time for proposals to be considered. No exceptions.

Full proposals will be reviewed by an OII-led Review Committee using the Review/Selection Criteria below. Awards are expected to be announced by May 8, 2020 June 8, 2020.

REVIEW / SELECTION CRITERIA

Successful proposals will:

1. Adhere to the proposal and submission guidelines;
2. Articulate the proposal project/activities, outcomes and feasibility of implementing it within a year;
3. Demonstrate history and experience with partner/collaborator;
4. Demonstrate how FIPE and presented cost-share funds will contribute to the success of the proposed project/activities; and
5. Articulate how outcomes will impact Georgia State’s internationalization and other strategic goals including teaching, research, learning, and service.

PROGRESS & FINAL REPORTS

To establish progress and university outcomes, FIPE Grant to Increase Strategic Partnerships and Programs recipients are required to submit progress and annual reports through the online FIPE portal. Links to the FIPE portal will be sent out with reminders before report deadlines.

Progress Reports must provide status of activities, including current and expected project/activities implementation, opportunities, and challenges. They may also include, where relevant, documentation such as executed copies of partnership agreements that demonstrate activity and initial outcomes.

Final Reports will confirm stated project/activities deliverables and outcomes. The report should be submitted at the end of the fiscal year in which the funds are awarded and should include:

  • How the funds were used (using the Expense Report Template);
  • Confirmation of new and expanded relationships / partnerships, including partner role(s);
  • An assessment of grant objectives and outcomes (return on investment);
  • Information on funders and corresponding amounts leveraged in external funding, if applicable; and
  • Impact of award on teaching, research, learning, and service.

Track 2: FIPE Grant to Leverage External Funding
Individual awards up to $10,000

Through its FIPE Grant to Leverage External Funding, faculty may leverage external funding to finance international activities/projects. They may collaborate with colleagues at Georgia State and beyond to write and submit proposals to international funding agencies such as USAID, the Fogarty Institute, DANIDA, CIDA, the World Bank and so on with the goal of pursing substantial international funding for research and projects that highlight Georgia State’s research, teaching and service strengths and capabilities.

ELIGIBILITY

Applicants must:

1. Be classified as full-time Georgia State faculty;

2. Present additional committed funds or cost-share to demonstrate stakeholder support and project/activities success; and

3. Complete outstanding reports due to OII by the application submission deadline.

Awards will be granted on a competitive basis of up to $10,000 each. Successful proposals will meet the following submission guidelines and review / selection criteria.

 * Interdisciplinary or multidisciplinary collaboration is strongly encouraged

PROPOSAL AND SUBMISSION GUIDELINES

  1. A 1500 word-count (max.) proposal that includes:
  • 500 word-count (max.) draft abstract of the grant proposal to be submitted to external funders including a summary description of the proposed international activity, the amount expected to be leveraged, expected submission date, and the funder; and
  • A 500-1000 word-count discussion of:
    • The Georgia State team's and/or International Partner contributions towards securing the grant. While all proposals must have an international focus, they should elaborate any relevant local and national linkages to the proposal’s goals and objectives. Discussion should also include individual and team strengths and contributions to the proposed project/activities;
    • Discussion of other complementary partnerships in various sectors (in and out-of-country), and the advantage to Georgia State; and
    • A discussion of success indicators and expected outcomes (see Logic Model Template) for the externally-funded research / project including how these will contribute to strategic and internationalization objectives at Georgia State. Competitive submissions will include plans for integrating outcomes of the proposed activities to enhance teaching, learning, service and/or research.

In addition to the proposal, applicants should submit the following:

  • This is a one-year term grant. However, if there is strong evidence supporting a request for continuance such as written encouragement by funders to revise and resubmit a proposal, recipients of an FIPE Grant to Leverage External Funding may submit proposals for continuance of an awarded FIPE grant. These may be granted on a competitive basis and require an additional progress report submission from the previous fiscal year grant term.

Frequently Asked Questions (FAQ)

I. GENERAL

1. May I apply for both FIPE Grants?

Due to limited funding and competition, applicants may only select one grant opportunity in a given grant cycle.

2. What is the timeline of GSU's Fiscal Year?

July 1 - June 30

3. Is the likelihood of receiving the grant higher if I apply for the Increase Strategic Partnerships and Programs focus?

Not necessarily. It depends on the quality and feasibility of the proposal, since the funds will be distributed across the foci. 

4. How many proposals are awarded annually?

It varies depending on the number of applicants and funds requested. 

5. Is it acceptable if outcomes occur after the FIPE year?

Yes, but this applies only to the FIPE Grant to Leverage External Funding. This should be indicated in the Final Report and the International Partnerships and Agreements (IPA) unit would expect an update as outcomes materialize.

6. What should I consider when working on my proposal?

Outcomes. The FIPE Grant seeks to foster relationships and funding that impact student, faculty, and staff international engagement a Georgia State. Questions to ask include: Will my proposal foster international goals?  Will my proposal impact the intersection of international and other strategic goals at the university?

7. What if my FIPE Grant proposal is not accepted?

You will receive reviewer feedback. Additional questions may be directed to Ms. Kike Ehigiator.

8. Why do I have to submit a Logic Model?

The Logic Model will contribute to reviewer's assessment of the potential success of each proposal.  See completed sample here.

II. COUNTRIES / PARTNERS

1. Can the proposal be with more than one country?

Yes, but it must be focused and deliberate. Additional countries do not guarantee the awarding of the FIPE Grant.

2. For the Increase Strategic Partnerships and Programs track, is it necessary to work with an institution with which we already have a formal written agreement?

No, however it is very important that the relationship with the partner be already established.  Relationships can be informal but established.

3. What does it mean to have experience with the external funder or type?

This means that we expect you to have had experience with the funder or a similar funder, either through previous grant applications or other activities. It does not mean that you must have received a previous grant from the funder.

4. Can I initiate a new relationship in order to apply for the FIPE grant?

No.  Applicants must have established relationships in order to apply.

5. For the Increase Strategic Partnerships and Programs track, are external funders required to be international?

No, you may work with local, regional, or national agencies that have an international scope or funding priority. 

III. PARTICIPANTS

1. May I bring faculty from abroad to Georgia State using the funding?

This funding primarily supports Georgia State faculty activities. 

2. Must the PI be tenure-track?

No. They must however be full0time Georgia State faculty.

3. Do Co-PIs need to register?

Only one P.I. registers, submits a proposal, and submits reports.

IV. BUDGET

1. What do you mean by "FIPE is not a travel grant"?

The grant may be used for travel, however we expect the outcomes to be more than reporting that you traveled. Examples of outcome statements that could follow travel are, "met with partner and funding agency on a joint funding application", "collected samples from country", "completed a pilot study to meet funder request", etc.

2. What do you mean by cost-share?

These are funds or an estimate of contributions from your College/Unit or partner towards a proposed project or activity. This may be intangible like classroom space or tangible like a computer. For intangible cost-share contributions, dollar estimates must be included in the budget calculationsNote: Cost-share is deducted from the total FIPE grant budget.

3. Would I need to show College/Unit cost-share if my requested dollar amount could be completely covered by the FIPE Grant?

Yes, some sort of support must be shown from your College/Unit.

4. Does College/Unit cost-share have to be money?

Cost-share may be non-monetary (like negotiated time) or other resources (i.e. computer).

5. What should the line items be in the budget?

This depends on the project, but it could be anything from supplies for a workshop to data collection or travel expenses to the country involved.

6. Where do I put my budget justification/narrative?

This should be in the proposal document (within the 1000 word-count document for the Increase Strategic Partnerships and Programs track or 1500 word-count document for Leveraging External Funds).

7. Would the P.I.s need to revise budgets to reflect amount awarded?

No, we would simply award the recommended amount.

V. ENDORSEMENT

1. What do I do about the Dean Endorsement Form if my Co-PI is in a different college?

Two forms can be signed and scanned into one PDF to upload under that category.

2. Who may write letters of support?

Letters or emails of Support may be written by listed partners (local, national or international) depending on your proposal. These letters or emails should be written and endorsed by leadership of the listed partner(s) or collaborators.

VI. TECHNICAL

1. To update a document that I already submitted, what do I do?

You only need to log back in and re-upload that one document on the Documents page of the FIPE application. That will override your previous version. You do not need to re-upload all documents. This is possible until the given application deadline.

2. If I have technical questions about the system, who should I contact?

VII. AWARD

1. Once awarded, what information do I need to provide to transfer the funds?

Upon receipt of a notice of award, you must accept or decline the award. If the choice is to accept, you must notify and discuss the award with your Business Manager and establish relevant account information to share with IPA for disbursement. It is important to note that awards are “State funds” and will lapse at the end of the fiscal year.

2. What happens if I do not use all my funds?

Your final report should include information on your expenditure, using the Expense Report template. You are therefore expected to inform IPA and return any unused funds. Reminders will be sent by mid-late April. 

3. How do I submit the Expense Report?

The Expense Report spreadsheet is located on the second tab of the original Budget Report submitted with your application. Please open the budget you submitted initially with your application and fill in the Expense Report tab. Submit the entire document with your final report by uploading it when prompted. Please do not separate the Budget Report and Expense Report tabs.
